Not sure if it’s asbestos? Treat it as if it is until it’s tested.
You can’t tell whether a material contains asbestos just by looking at it. Many older building products look identical whether they contain asbestos or not. SafeWork NSW advises that the only way to know for sure is to have a sample tested by a laboratory accredited by the National Association of Testing Authorities (NATA), and strongly recommends that samples are collected by a competent person.

Asbestos was widely used in Australian building products until it was banned nationally on 31 December 2003. In NSW, homes and buildings built or renovated before the mid-1980s are the most likely to contain it, but any property built before 2004 may have asbestos somewhere. Common places include fibro wall and ceiling sheets, eaves, roofing, fencing, wet-area linings, vinyl floor coverings and their backing, and lagging around old pipes and hot water systems.
Testing is a smart first step before you replace old cladding, remove eaves, repair a roof, demolish a shed, pull up old flooring, cut or drill wall sheeting, or disturb insulation or pipe lagging. It’s also worth considering before buying, selling or leasing an older property, and before inviting other tradespeople to work in an area where you suspect asbestos.
Some older NSW homes were insulated with loose-fill asbestos, a crumbly, highly dangerous form of asbestos pumped into ceiling spaces. The NSW Government keeps a public Loose-Fill Asbestos Insulation Register through NSW Fair Trading, and affected properties are also noted on the council’s planning certificate.

A safe, professional testing process should never leave you guessing. Before anything happens, you’ll know who will take the sample, how the area will be protected while it’s collected, which NATA-accredited laboratory it’s going to, how long results usually take, what format your results will come in, and what happens next if asbestos is found.
A positive result doesn’t automatically mean the asbestos must come out straight away. Asbestos that is in good condition and left undisturbed generally poses a low risk. The right next step depends on the material’s condition, where it is, and what work you’re planning.
If removal is needed, NSW has clear rules. Friable asbestos must be removed by a Class A licensed removalist. Bonded (non-friable) asbestos over 10 square metres must be removed by a Class A or Class B licensed removalist. While NSW law allows up to 10 square metres of bonded asbestos to be removed without a licence, SafeWork NSW still recommends using a licensed professional, and strict safety and disposal rules apply regardless of the amount.
Asbestos waste in NSW must be wrapped, labelled and taken only to a facility licensed to accept it. Larger loads (more than 100 kilograms or 10 square metres) must also be tracked through the NSW EPA’s Integrated Waste Tracking Solution (IWTS). Wagga Wagga City Council can confirm local drop-off arrangements and booking requirements.
If you manage a workplace in NSW built before 31 December 2003, Work Health and Safety laws generally require an asbestos register identifying any asbestos present, and in many cases an asbestos management plan. If you’re a landlord or property manager, knowing where asbestos is located helps you protect tenants and brief tradespeople before they begin maintenance work.
Unless you’ve received appropriate professional advice and are permitted to do so, don’t collect a sample yourself. Breaking off a piece of suspected asbestos can release fibres and create the very risk you’re trying to avoid. The goal of testing is to reduce disturbance, not add to it.
